Possible exposure.. Need guidance

Hi,
I hooked up with this guy whom.i never met today. He had a condom on when he was trying to penetrate me but we were too drunk to actually go thru it. After he took off the condom, he wanted to try again. Long story short, he tried to penetrate me without a condom but I stopped it in like literally 5 seconds (not exaggerating). I did feel the pressure of the tip of his penis trying to penetrate me but he never fully penetrated me.

Im just concerned if this is a risky behavior that can lead to a potential HIV infection, assuming he is hiv positive. Should I go.on pep since it literally happened like an hour ago? My anxiety really gets the best of me. I'm just very concerned. He was not pre cumming either.
