What is this called

Hi, i'm not sure what the name of this is called but am trying to find out so we may better understand my nephew. When he was born his head was almost black, and his body was ash gray. He now has symtoms (symptoms) of ADD, ADHD, Anger control, Outburst of viloent rages, and learning disability, plus speach impairment, and signs of mental retardation. We have taking him to numerous doctors and physicologist but still cannot seem to get a dignose for him. We are trying to find more information on this subject but do not know excatly where to look without a name for it. He had a oxygen deficiency to his brain when he was still in the womb and at the time of his birth the umbiliccord was wraped around his neck tight and was cutting off his air supply. He was also born at 28 weeks and i think his mother was on drugs at the time. She is just as concerned about this as i am and she is unable to read or write so she asked me to find the information for her. She can't understand what the doctors are saying to cause she also has a learning disability; so if someone can will they please help us in our search.  Thanks Very Much Sharon

      It sounds like your nephew has some severe problems that are related to birth complications.  Anger/violent outbursts, learning disability/mental retardation and speech impairment can all result from an oxygen deficiency and in utero drug exposure.  Cerebral Palsy is one syndrome with these features.  Without further information it is impossible for me to give you a diagnosis.  What is important is to treat the condition.  It may also be helpful for you or someone who doesn't have a learning disorder to accompany this childs mother to see her physician.  This may help to clarify the situation.  Good luck.
