How do i remove a wart scar, and know if i still have a wart?

I have a problem, i had a wart on my index finger, which i treated with the paint the doctor gave me, freezing from the doctor, cider vineger, dermo which applied a plaster with some acid which made it worse, also mean while using a board to file down the wart. the wart after using all this also has appeared bigger.

Now after all this which has been a year, the wart looks like a scar, but skin grows over this scar sometimes quickly and sometimes slowly, but always this scar is looking raised. the doctors are most useless people ever, if anything they do not seem to care, and aparently hospitals do not deal with warts anymore.

What could this scar/ wart be, how do i get rid of the scar/wart?
it also hurts when pressed on, and also bleeds now when i start filing it.
