My foot is breaking out

I have had this one my foot for a long time and it seems to be getting worse. I have tried EVERYTHING OTC for Athletes Foot and still nothing. I have done the same and got new socks and shoes and no change. It itches and hurts a little and sometimes it burns, but only when I have my shoes on does it burn and hurt. I cant stop scratching at it. I have little blisters coming up all over around the area which, I know it is stupid, but Im always draining them as they bother me when I walk. It is on the left foot, bottom under big toe and ball of foot, little toe on top and the right side above the big foot. http://img6.imageshack.us/gal.php?g=68374880.jpg Any help as to what this is and something I could do to try and cure it would be great.
