Small non-itch rash

Hi, I recently went to an army clinic to get seen. I notice I was getting some marks on my skin. Around the armpits and some down the arm. I thought it was a rash but I'm not sure. There small, they don't itch.There in small circles, not in rings. Some are slight red and then some are white. The clinic told me too change soaps so I did. They said it was nothing to worry about. The problem is that I had them for months and they don't go away. What could it be? I'm not sure if this army clinic knows whats wrong with me. Oh by the way. The rash is not real bad but I don't want no more. How can I make them go away? Do you need more info. then what I just put out?
