Weird Skin Rashes on feet and hands

For the last year I've been getting occasional skin rashes on my hands at first and feet(toes). Little skin colored bumps would appear with small red speckles around the centers of some. The weird thing is that they don't go away. I tried cutting them off but that was painful: so I stopped. Then they started on my feet. I left the at first and the seem to form an extra thin layer of dead skin on top. Just recently I've been getting the same kind of bumps but now they have a kind of puss in them. I popped one of them and now my toe is mildly swollen. And right now as I am typing I suddenly go a bunch of bumps on the top of my foot. They feel like miniature mosquito bites. All of the weird bumps so far dont hurt but were and are really itchy. HELP!!
