multiple small red .5cm red spots on arms

I am 34 y/o. I have had multiple small, about .5 cm each, red dry spots on my arms for about a year. The get redder with sun exposure or with rubbing/scratching. Maybe they are getting worse, i.e. more of them, but very slowly. I also have a few random spots on my upper arms and abdomen, which generally stay skin toned. I do have a history of a lot of sun exposure but I have been told by several physicians that it doesn't look like actinic keratosis. They do not itch, and they do not change in size. They do seem to revolve around follicles. However, it does not appear to be a follicultiis. The leading dx is tinea versicolor but I have tried Selinium sulfied shampoo and ketokonazole cream with no improvement. Any idea what it could be? The picture is not good but maybe you can see a couple of them.
