rash on both eyelids

Hi, ive had a rash on my left eyelid for a couple of months, i went to see the doctor as it wasnt getting any better, he perscribed a cream for herpes, its a rash that itches , anyway the cream never really helped, it seemed to burn more than anything and after 5 days it hadnt gone i stopped , its now on the other eyelid, and its very itchy, ive a problem with my thyroid and take Eutirox 125mg daily, and also going through the menopause, do you think it could be a hormone related rash as ive never had anything like this before, ive not changed any face cream and dont wear makeup so its not an alergie to any thing like that either, im now thinking of trying aloe vera, would be gratefull for your opinion.
