splotchy red rash on underside of penis

I've noticed this recurring rash on the underside of my penis that has been coming and going for the last 2 or 3 months.  I'm really scared to go get it checked out, but I've done heavy research on the internet and it looks to be some kind of irritation or fungal infection.  I wasn't sure, so I thought I'd post my specific symptoms on here.  I am circumcised and the top side of my penis is completely clear of any rash.  However, the underside of my penis gets red splotchy spots on it that initially get really dry and flaky, then peel off to reveal a shiny red rash that either comes in the form of red splotches or very tiny irritated bumps.  The rash itches really badly, but doesn't hurt at all, but the itching gets really bad sometimes.  The rash seems to have spread to the base of my shaft on the underside, as well as my testicles, just surrounding a small area where the skin meets the base of my penis.  But it's just a recurring cycle it seems... dry skin, itchy, peeling, red splotchy/bumpy rash, heals over.... in that order.  No other symptoms other than the rash itself.  I've also noticed that I've had an unusual dry/itchy/flaky scalp and what look like a few in-grown hairs on my thighs.  Mind you I do wear skinny jeans almost every day, and stick to briefs or boxer briefs-- just in case that may help a diagnosis/suggestion.

Hello,
Eczema is one such possibility which can present with such symptoms. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

For mild-moderate symptoms a weak steroid may be used, whilst more severe cases require a higher-potency steroid. But they are available under prescription and should be taken only after consulting a dermatologist.
