bumps by my shih tzu's abdomen

I have a 5 month old shih tzu.  I have just noticed he has some dark, hard, little bumps near his abdomen and one on his knee.  He also has little white bumps near his penis.  also, in the creases of his hind legs, by his belly, there are little irritated areas that have a scab over them.  It has been snowing the past two weeks, could this be a reaction to the snow or cold?

Sorry, oscarsmama, I don't know what this is. (if it were summer, I'd think ticks???) Cannot be ticks in snow. Better see the vet about the bumps.
