Inside cat to outside cat

Hello, I am wondering if I am able to let my female cat and male cat outside.my female cat is jonesing to be outside and has sometimes escaped I have got her back with treats or she will come back on her on ( she goes into a neighbors yard ) my other cat the male (brother and sister) he will go outside a bit then gets scared and runs back in.

Is there a way that I can leave a window open and they can go out and come in when they please...

The reason I am considering this is because they are constantly going to the bathroom on the furniture, they are not allowed in my room and the litter box is clean so it's not that, the litter is the same it's been for years, there's no changes they get treats and wet dry food combinations. My friend came over and Bella peed in her purse! (I had cleaned the litter box that morning) they go on the counters and find food and get into that, but it's all random they never do it then one time they do and don't stop. They get fed during the day but I cannot leave food for them a night because my female cat has really bad allergies and has to eat a special vet food and my male cat cannot eat it.


So.. Tips?

Thanks everyone, I just wanted to add that I have used natures miracle and it doesn't work. As well as I feed them both dry and wet food. But since posted this I have been letting them outside(in a designated area) for a hour or more and they seem to be happier! So far no innaprproate urination -crosses fingers-

My Cat Tweety is inside /outside and she is really happy except we do get male cats hopping by ..and my tweety is a very good looking gal  ..I still would have her being happy and as she had been a stray I just cant bring myself to keep her in.I do have her in at nights I live in the foothills and we do have coyotes, so she stays in all night till I get up and I watch her a lot during the day .She has got better at being around the house and garden of her own volition.and I like that .I have a great whistle , high pitched and if she is out when its time to come in I whistle and she usually comes ..or I rattle the food bag ....

To the first question, yes, you can let them outside.... as long as they've been spayed and neutered.

hi and welcome sicaa.
first of all I think its your male cat that began the peeing inappropriately. this is so common for males, he began than the female will use the same spots b/c cats are so guided by their noses and even with a good cleaning she can still smell the scent unless you use a good enzyme cleaner such as Natures Miracle, Anti-Icky Poo, Urine Erase or someothers avail thru good pet stores....
This is common for males b/c they are especially prone to crystals in their urine, and this condition is very painful...inappropriate urination is usually b/c they are trying to tell you 'it hurts' when I pee..and they associate the pain with litter box use.
I would highly recommend you take the male into a Vet for an urinalysis and to have his PH checked....also if you are feeding him dry food please STOP and change to cans...dry food is the culprit, they can never drink enough water to compensate for the dehydrated food and without enough liquid their PH becomes to alkaline and they produce crystals....
I know I had this problem with one of mine, it took along time to get him to finally accept eating wet food and not pee around the house.
also immediately buy one of the cleaners I named and give EVERYWHERE that has been pee'd on a good cleaning...soap/water/bleach/vinegar will NOT DO THIS...has to have the enzyme.
I think the good cleaning and change to wet food will solve the problem for you...
if you do want to try the in/out and trust your kitties won't get out of the yard/run over or in a fight than try....but it still won't stop them peeing indoors unless you follow the methods I mentioned, its not an aversion to litter boxes, its 90% a medical issue.....10%behavioral.
