my 13yr old son was playing with him self

My 13yr old step son was caught by his teacher playing with him self in class, he was sitting at his dest whilst masterbaiting...his mum and my self have spoke to him about this and he refused to admit it at first but now he has admitted it but i dont feel that he really understands that he should only do this in privert (his bedroom), i have told him that it is ok and a normal thing to do but it was not ok to do it in school and were he was seen by his teacher and two 12yr old girls. can anyone please help me with this coz i do feel that he will proberly do this again even though we have told him not to.

we have told him this already but he just keeps justifying it to him self and trys to justify it to us no matter what we tell him, the school thinks that he has apergers but we think he has ADHD...and to be honest i really think that he does it for attention because we no a boy who done the same thing a few weeks befor and made it clear to lee that it was wrong and that we hope he does not do it..every time we tell him not to do something its as if he then goes out off his way to do it.

You have told him thats its not okay so why would you believe he is going to keep doing it, I assume the teacher told him also .Juts make it clear he acannot behave like that and there will be conseqences if the parents of the children report him ...
