why would a 10 yr old poop in his pants

my boyfriend has 3 boys ages 10,11, and 14, who visit us on the weekends. The youngest is on abilify, does not go to therapy regularly and still poops in his pants often. His parents don't seem to do anything about it, other than try to discipline him regarding it. Father lectures and from what I understand the mother makes him scrub his underwear out.
I have talked to the boy about it as openly and compassionately as I can, to attempt to determine if it is due to constipation or some ther medical problem. I don't think it is. He states that he does not do it around his friends at school because he would be embarrassed. However, it does not seem to bother him around family and friends of family.
He also hides his dirty underwear around the house. I am at my wits end and considerng calling child protectiv services because neither of his divorced parents will take him to the Dr. or a therapist. the fatehr says it is up to the mother and the mother says it is the father's fault.
any suggestions?

It sounds as if he is seeking more attention and the fact he only does this at home shows the root of the problem lies there,is it only staining or is it all the Poop as sometimes children just dont wipe themselves enough.also as you say is he constipated , check out how often he goes, has he plenty of activitys in his life does his Dad play sports and Games and participate in the Childrens lives, sometimes its as simple as getting going on the guy stuff  and the Physical activitys.
