Could this mole be skin cancer?

I'm not sure if the mole has always been there or not, but I'm thinking that it has. This weekend whenever I was dying my hair, my mama noticed that I had a mole that was a light color with a dark ring around it. The mole is just slightly raised. It doesn't stick out a lot or anything like that. I was just wondering with this could be.

My mum is 70+. recently, she notice a big mole at the top of her thigh. It peels but not painful. Looks black and about 1cm wide. Is it a problem to her health?

From the picture it looks like a halo mole. In this the skin surrounding a small mole becomes lighter and the central mole becomes pale. Most halo naevi are benign. If you notice changes in the mole's/mark’s color, height, size or shape, you should have a dermatologist evaluate it. You also should have it checked if it bleeds, oozes, itches, appear scaly, or become tender or painful.Otherwise it should be left as such.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
