It sounds like an allergic reaction and an infection. Avoid using any lotions and creams for the meantime. Wash the area with a mild cleanser with moisturizing properties like Cetaphil. Then apply a topical antimicrobial like Neosporin and take some oral antibiotics after consulting your doctor. Also take an antihistaminic for the allergic reaction.
If the symptoms persist then please get it evaluated from a dermatologist.

That doesn't sound normal to me. It may be an allergic reaction or infection...get it checked!!!
