I'm having the same problem right now. I have a black & red nautical on the front of my ride shoulder and last week I woke up with a rash on the tattoo. I tried several otc lotions and oinments and it only flared the rash even more. Finally, my mom gave me an anti fungul cream called Nystatin
And its the only thing that's working. I just used it today and the rash isn't itching and I could see the bumps getting smaller. So if you can get your hands on an anti fungul cream, use it! Its prescription only but a lot of people with newborns may have it because its also used to treat diaper rash. Ask your friends.
I have the same problem, only in the summer time. A lite cover of pure Emu Oil Twice a day does the trick in about two weeks the bumps are all gone.
If you put it on to thick you might get red blimeses so just a lite cover will do best

It can be due to a delayed allergic reaction to any of the ingredients of the tattoo ink. Take some antihistaminic like Benadryl or Claritin and apply some calamine lotion on the hives. If the symptoms persist then please get it examined from a dermatologist.
