Tiny bumps on my arms

I have these bumps on my arms starting just below my elbow and going about halfway down toward my hand. It's been going on since summer. They don't hurt and you probably wouldn't even notice them unless I pointed them out. Is it the early symptoms of psoriasis? Should I just apply lotion everyday?

I'm not sure. Do they itch? I've had psoriasis my entire life, and when it's about to flare up on my body, it begins as a small bump that itches like crazy. After scratching it long enough (which is really hard to not do), it sort of "breaks open" or something and turns into a small dry spot a couple days later. I would put lotion on mine if I knew about them before hand, but I don't discover the bumps until they itch and by then it's too late.
