Saw a bright almost perfect translucent circle in one eye against a dark screen.

For about one hour I saw a bright almost perfect translucent circle in my one eye against the dark screen of TV in a brightly lit room, which wasn't visible against a bright background. Then the circle faded away and I am no longer seeing it. Why did it happen? Is it going to recur? Never have experienced this before

No way to tell you for certain what it was or whether it will happen again.  If you had been using a computer screen or any video screen for hours on end it could represent a prolonged afterimage.  It's not typical of an "eye" (ophthalmic) migraine but it could be (they don't have headaches).  If it happens again you do need to see an Eye MD ophthalmologist.
