Hi, I have the same problem. But it doesn't mean this is your problem.  My legs had very tiny bumps either no color or slightly pink and if I scratched they got red. My problem turned out to be eczema. It is best to see a doctor such as a dermatologist to make sure what it is. If it is eczema,  I was using cortisone ointment (prescription from the doctor) but now that it is under control the thing that works for my eczema is Eucerin Plus, dry skin therapy, intensive repair hand cream. It works well on the hands and legs and leaves a coating to seal out water. eczema can be caused by an allergy but you still need to treat it. Anti allergy meds never worked for me. Do not scratch it even it is very itchy.  You have to apply it every day and after getting the legs wet, dry by patting dry and then apply the cream. You can get it online. I have tried everything and this was the best for me. It works on my hand eczema too. If you try cortisone don't use it on your face as your skin on your face is thin and absorbs cortisone too well. It causes problems.
hope this helps,

The itch is caused by dry skin and it usually itches near the shin area which is very thin -- although the whole lower leg, and sometimes upper leg can be affected.  A good remedy for this is to drink about 8 glasses of water a day, but drink them after you exercise so that the water is actually absorbed into the system, also take Vitamin E and fish oil, plus about 2,000 mg of Vitamin C a day. Vitamin C does wonders for the skin.  You can also rub Crisco Shortening on the legs (which contains a lot of vitamin E)  You may find that your legs itch more in the winter ... this is because the air is more arid and your skin becomes dryer.  One other possibility is dust mites or some other microscopic parasite.  This can be remedied by changing bedding daily and bathing regularly plus doing all of the above.
