Are antibody tests conclusive

My question is if Antibody tests alone are considered to be conclusive or if another test needs to be done also to confirm. I had a risk in June 2014. I have tested with a few Oraquick and Home Access tests during and after the 13 week window period. They have all been negative. Home access tests being at 8 and 16 weeks. Oraquick tests at 6,13,15,20, and 26 weeks.

Since a few weeks after my exposure I have had a number of weird rashes on different parts of my body. As far as I can remember I have never had these issues before. When I was younger I used to get rashes from acidy foods but that was like 23 years ago. Even recently I had a rash on my scalp and two swollen lymph nodes in my neck. So I go to the Dr and they give me a round of prednisone which made made it go away. I made another appointment and came back 3 days later  and had a clearview rapid finger prick test which came back negative. I had blood taken at my request. They sent the blood out for normal blood work and a STD test. At this point we are 35 weeks after my exposure.

So my blood work comes back all normal for the most part. The only problems are my cholesterol and triglycerides are higher then they should be. My glucose levels were high also. The STD tests came  back negative. I saw a separate spot on the paperwork for Herpes simplex type 1 IgG which was higher then it should be but the Dr. said that mostly everyone has this and that my HSV1 & 2 tests were negative. For some reason they didn't test me for hepatitis so I have to go back for that still. So with being tested negative for other STD's they can't be the reason for my issues. The HIV test also came back negative. On the paperwork it says HIV-1/HIV-2 Antibodies w/reflex WB (For NY only)-Nonreactive (nonreactive). So is it possible that I need a different type of test? Could the test's I have taken just not been able to pick it up for some reason? I want to move past this so bad but just can't because of skin rash symptoms I keep having. Even now a few days after finishing the last round of prednisone I got a rash in both my armpits and two swollen lymph nodes in my neck. Is it possible the prednisone effected the last 2 tests I have taken? I was on it for 3 days when they did the clearview rapid test and sent my blood out. I don't want to infect my current partner that I have been with for the last 6 months.  

So the only thing I want in life right now is to explain why I keep getting these rashes. Logic tells me HIV isn't my problem but my mind can't move past it but it's not like I am just making these rashes up. They are real as can be. Is it possible I am just not making antibodies? Besides the rashes and two small swollen lymph nodes in my neck I feel fine. It's just I didn't have any of these problems till after my exposure. Is there another test I should take to be sure I don't have HIV?

I mean I wasn't sure if you could test negative for antibodies but still have HIV

Ur symptoms are not HIV related! U tested way beyond window period for antibodies!
