someone help me please. CDC says 97% of people develop enough anitbodies for a HIV test ( blood test) to detect them. So who falls in the 3%? Or what are the chances of me being in the 3%?

You don't have HIV as you are conclusively negative.

It's been 3 months and 10 days since my exposure. I tested negative but I need to know would it be necessary to test again in 3 months since it says it's only 97% conclusive in 3 months.

You would know if you knew. Your immune system would already have been destroyed from something else,
