PCR Test vs CDC - Is it Really Accurate?

I took two PCR tests through www.requestatest.com.  Both times I tested negative - at day 25 and day 40 after exposure.  They promote the test as being 99% accurate after 30 days from exposure.  However, I called CDC and they state you cannot rely on their results.  I've found there is so much mis-information as to what to believe.  Can it be relied on or not?  

Also, I tested at 90 days for HIV Abs and that was negative, but again some sites claim it is 97% accurate at 90 days while others state you could test positive between 90-180 days.

Question 1 - Can PCR be relied on or is CDC correct?
Question 2 - Is HIV test at 90 days 97% accurate or not?

Did u do your hiv abs test through requestatest.com?

The only time it may take over 3 months are those that are on chemo, those that take antirejection drugs for transplants and chronic IV drug abusers and even for those groups it is very rare to take longer than 3 months.
