Risk regarding a person who has vagina that was made from a surgery

Hi i am wondering if one has vaginal sex with a person who turned the penis into a vagina,in terms of hiv risk

1. Does it considered this as vaginal or anal sex?
2. Does usuage of condom prevent hiv risk?

The risks do not change for HIV. Do not have unprotected vaginal sex, unprotected anal sex or share IV needles to inject drugs and you will never have to worry about HIV. Condoms always prevent hiv.

Thanks. But is the risk in this scenario similar to hiv risk of vaginal sex or anal sex or non of them?
It is time to move on since this we are not bookies calculating odds for people who don't want to protect themselves.  
All we do is tell you if an encounter is a risk or not.
