Window period ?

Hi there,
I had some questions for hiv window period, many thanks for your answers.

"3 months post exposure is conclusive" , so is 3 month a guide line for any kind of human species and antibody tests? Dose 3 month's guideline make no difference between Aisans, Europeans and Americans?   I've also heard one says some antibody tests do have a 6 month window period, is that true?
I'm very doubtful for those things, but not absolutely sure.

Another quesion, "12 weeks"  medically means "3 month"  right? A friend of mine had  chemiluminescence test 78 days and Elisa test 12 weeks after an exposure (a low-risk one) , both came negative. He has a good health status, except practicing masturbation a little too often, and never taken drugs or pep. Is it posible for him to become positive?

Races, religions and ethnicity, these divisions are made by us. Our body mechanism does not recognize any of them. Window period is 3 month, no matter what language we speak, which part of the world we live in.
