could this be HIV and is it too soon to get tested?

I had protected vaginal sex (me to her) and unprotected oral sex (her to me) . i am having symptoms of itchy small dotted rashes all over my body especially in the groin and thigh area from 2 weeks of exposure. I put Bethamethasone cream but to no avail then i took antihistamine to reduce the itchiness. i had sore throat and diarrhea just today. Could this be a sign i was infected with HIV. I want to get tested but at 20 days , is it too soon to get the correct results? What are the chances of having HIV in this encounter?

I would test for more common STD's but not HIV.
