hiv from blood?

In all of the responses from HIV experts, Ive learned that HIV cannot be transmitted through abrasions on penis not covered by condom, even though it stings and bleeds a little. BUT i saw a qs answered by doctor hook where the exposure was that the guy had sex with a hiv + prostitute, and his penis had an abrasion at the base which was covered by blood when he finished intercourse. The guy said that the blood was because she had genital warts. The guy said that it stung when he applied alcohol to it.
Im just curious since Ive read that for HIV transmission to occur through abrasion, one would not be able to do intercourse as the abrasion would be soo deep causing intercourse to be painful. So why did dr Hook suggest that this guy was at risk and suggested testing for him????
