It's not as simple as that. A TRUE "blood to blood" exposure would have to involve a severe wound (one that would require medical assistance, sutures), and a LOT of blood. Think, a car accident with two severely wounded, bleeding people being exposed to one another's blood. A superficial puncture with a small amount of blood wouldn't be sufficient to cause a risk.
