Condom protection

If a condom doesn't break - how effective is it in protecting against HIV or other STDs. How close to 100 percent effective is it or is it 100 percent.

I agree with this. I've also done some research and why by no means I'm an expert - I would say the only reason a condom is not considered 100 percent is it takes into the account of breaking. If it doesn't break it is 100 percent. Would you agree?
