A lot of your information is quite wrong regarding the use of pep and antibody testing.  First of all if pep is used and the hiv establish infection in the body, then the use of pep will only reduce the viral load.  There have been numerous studies done on people treated during the acute infection stage with haart,  and up to 30 percent have had a delayed antibody response with the most recent elisa tests.  Some have tested negative up to a year. Also the use of rapid test like oraquick is not sensitive and can even be negative in a small percentage of hiv positive patients on haart.  So the guideline you should be stating is testing out to 6 months, and even in some cases out to a year, in cases where pep were used.

What's the guideline from CDC?

In Hong Kong, my doctor ask me to come back 6 months later after exposure and they will monitor me for 1 year if I took PEP.
