I had the same problem 6 years ago. The diagnosis was congested heart failure. The underlying cause is the heart is not strong enough to pump all the blood/oxygen received from the lungs and blood backs up in the lungs and fluids leak into the lumg tisssues .
Treatment would be to determine the reason for the weak heart. Fo r examble, a left ventricle (pumping chamber) may enlarged due to overwork...reduce the workload (usually high blood pressure) with medication and that can return the heart to normal size and the heart will have stronger contraction.

Where is the excessive water (fluids)? Is it in the lungs or is it surrounding the heart (pericardium). What part of the heart is enlarged?
