The term "Heart Arrhythmia" is a general term that refers to a large number of heart rhythm conditions that exhibit a heart beat that is not "normal". It may be there are missing or extra beats, or just a irregular tempo (the space between beats is not uniform) or the HR is too fast or too slow, or even stops briefly. Here I note all heart frequency varies as the body is subjected to physical or emotional loads. That too is normal and not considered a heart arrhythmia.
One may suffer from one or several of the above symptoms and they may be accompanied with a shortness of breath, or dizziness, or fatigue and other problems.
Many, maybe most, heart arrhythmia conditions are not life treating, but if it exists it should be checked by a medical doctor, best a cardiologist (USA terminology), to be sure there isn't something that should be done to reduce or cure the condition.
