Both of those numbers are super low and you need to be assessed by a doctor as to why this is happening. With a heart rate at 40 or less unless you are a professional athlete that is not the norm...your blood pressure is also very very low. You stated that you are using a heartbeat/blood pressure monitor and that could be the issue in itself. The monitors have to be calibrated on a regular basis at least once a year for accuracy and there is a huge margin of error with the type you purchase in a store. However if you are taking your own pulse manually and you are sure it is at 40 or below time to call the doctor. The correct way is to take the pulse at the wrist not using the index finger and counting the beats that you feel thru your fingers for a full 30 seconds to a second hand watch or clock and then double that number. That is the correct way and if you do not think that you are catching the pulse fully you can go to the neck area on the right or left side of the windpipe at the center and do the same thing. Just be sure that you do not press on both side of the neck at the same time as you take your pulse or you could interrupt the blood flow and cause yourself to pass out. If and when you do that and you still get the same pulse....definately call your doc because at 40 or under it is the earmark of bradycardia.....good luck with this........
Mine was that low once, when I took a certain kind of beta blocker. I wasn't able to function well. Even if you feel okay, you should still inform your doctor. Either have him or her call you back or go in for a quick checkup. It will give you peace of mind and maybe correct the problem.
