red bump forming on head of the penis with hard skin

Recently i went to the emergency room because i thought i had chlamydia. While telling my story to the doctor about me having discharge in my urine hole they felt it was best for me to give a urine sample, and then they did a swab test in the urine tract. It burned when they stuck the swab in. After that, the phyisican went along to treat me with azithromycin (4x250mg) and a shot of something called rocyine or something...anyhow it was a shot they gave me in the butt cheek, he said the shot kills off any other infection u might have going on. This all happened about 15days ago (4/23/2010). Meanwhile I slept with the same woman again 36hours after being treated in the E.R. and made the mistake of having unprotected sex with her but for only for 1minute if less...after that i quickly wiped off my penis and put on a condom....now that 2weeks have pasted im starting to notice hard skin on the tip of my penis with a  red rash forming into a circle about 1/8th of an inch. I called the E.R. today telling them and they say they dont want their not sure what it could be. I dont have fevers, headaches, or flu like symptoms. Although some skin has peeled....I dont know what to do. Is this usual for something happening while still on medication of azithromycin and will herpes sores start to form around a two week period? Please help

You should look into see your normal doctor and have them look into it.  This can be anything from a fungal infection to HSV.  Have your doctor take a look within the next 24 hours for a proper culture if they feel it is something to worry about.  

If you can't see your doctor call your city health department for a free or local cost STD clinic.  They will be able to look over you and give you an idea.  This isn't something to see an E.R about at this time.

also when i called the hospital today they said my test results for chlamydia and gonnerreha were negative...so what should i do?
