Penis tingling, sometimes itching, puffing up.. Whats wrong?

Im 34 and pretty healty. The only drugs i take is one Omeprazole daily for heartburn.(started about a month ago) For the past 14 days I have been having issues with my penis. Its not STI related as Iv not had any sexual experience in over 6 years and that was protected and wasnt even full intercourse. No issues before or since until now.

I've been experiencing a bit of tingling/discomfort in the penis for the vast majority of the past 14 days.
I've experienced itching around and on the penis off and on as well. especially on the sides mostly the right side of my groin where the leg connects iv ithced that a lot its like a rash of sorts.
I've noticed the vein on top of the penis seems very engorged and visible like it is full. Its very obvious. The penis isnt hard but i see that
On two occasions iv had itching and after itching/rubbing (for itch relief) my penis has gotten puffed up.. mostly on the bottom under the tip it puffs out like a pocket of air.. no liquid or anything ever comes out

Urine looks normal.. no real pain urinating other than the usual tingling that is always there
99% sure not STI related as stated. im 34 years old no real medial issues that i know of

One fact to share that very well may be the cause is for like the past year I have engaged in a sort of prolonged masturbation if you will... I've played adult video games featuring sexual things and to spice it up I put a rubber band around the tip of the penis with 2 little vibrating beads one front one back and would use that when scenes were on. These went on for hours and hours sometimes.

The last time I did that was 2 days before the first symptoms I havent done it since.
