Redness on Penis?

I’ve been having some redness on my penis head and foreskin for going on 3 months. Back in Dec I had unprotected sex and started getting a weird sensation in my urethra. I waited a month and went to get tested for STDs to my relief it came back negative. I started to use Lotrimin AF for the redness and it went away, but once I stop using it it just comes back. Got tested for UTI and it was also negative and I received treatment for male yeast infection nothing seems to help me out. As of today I still see redness on foreskin and some on penis head, my urethra feels a discomfort when I’m not being active. I have no discharge but sometimes under the forskin my penis gets a thick white layer similar to cheese build up. I was thinking it could be balanitis or Candida Infection but I’m not sure if it would give me a discomfort in my urethra. Someone please help.
Thank you,

If you tested for STDs one month after your exposure, some of your test might be not accurate at 100%.

One months is enough time to wait before testing for gonorrhea and chlamydia.

But for syphilis, it would be good to wait at least for 6 weeks, and if you get a negative result, it would be interesting to retest 3 months after the exposure, as there are people that take longer to show a positive result.

If you tested for HIV using a duo combo ag/ab 4th generation test, your result was accurate, as you would have just need to wait for 28 days after the exposure. But if you used a normal 3rd generation antibody test (finger-prick) it would be accurate 3 months after the exposure.

For herpes, you can test 3 months after the exposure.

It happened Dec.2 and I tested Jan.16. I asked the doctor if she thought it could be herpes and she said no because the over the Counter ointment would make it go away. I’m just concerned and
And stressed. Not knowing what it actually is causing the discomfort. Thanks for the reply.
