Small Skin Toned Bumps Near Genitals

I've had 3 or 4 very small skin toned bumps near genitals that don't hurt or itch for about 2-3 months now. They become bright red when I shave the area and I did notice that I have a small pimple like bump on my penis shaft as well that does hurt when I rub it or masturbate. Concerned that it might be an STD but I don't know of any that last so long. I was tested in September and everything came back clean and these appeared in late November after a period of no sexual contact. Any ideas would be appreciated and possible insight as to who I should see about them? Thanks.
