Read meatus, Painful Urination

Hello. I am a 14 year old with a penis problem. About a year ago I started to have a problem with painful  urination. Then later my meatus started to become swollen. It looks like inflammation and it is really bothering me. I am still a virgin. I went to the doctors and he told me to take a urine test. He said that there is no infection in my urine, and I have an infection on my meatus. He prescribed me Bacitracin Zinc Ointment for the infection. It is not working and it has been a week. What should I do? How could have this been caused? What are my options? Should I take another medicine for it? Is the antibiotic doxycycline hyclate good for it? How can I get rid from it, and how can I prevent this from occurring again?

I have the same thing.  Can't be that rare.  Lymphocele/herpes/fungal?????  Lichen Sclerosus?  Someone please offer input.  4 uro's all dismissive and worthless (urine sample = neg, so all in your head).

And white smears are starting to develop on the bottom of the head. Is it fungal?
