blueish soft lump on shaft of penis

Hi I am Matthew. I am a 13 year old boy living in the country side in England. Basicly I have this lump on my penis. I can't remember when it appeared. Anywho, it is more raised then a lump. It is blue and when I do not have an erection it is hard to find without pulling my foreskin back. However when I do have an erection it is cleary visible without pulling the foreskin back. It is located on the shaft near the top and to the right slightly. It is near a vein. My parents said it might just be another vein strangely popping out but that seems a bit stupid to me. It is soft like jelly and i am not sure if i am able to move it or not. Any and all informattion would help. Thanks.

Well I would have ur parents either look at it or take u to a doctor. I know that is embarrassing, but it should be checked out.

Forgot to add it is painless and maybe pea sized or ever so slightly larger
