I don't think at all that you can damage the urethral sphincher by starting and stopping. If anything, I would have thought it would strengthen the muscles.
If you are have are having a problem and having a constant dribble, I suggest seeing the doctor, as you may have a wateworks infection. Take a urine sample with you when you see the doctor. The morning sample is best with a mid stream sample.

Thanks for answering my question. when I went to the urologist he tested me for infections and did a physical exam. Said everything looked fine no infections.He recommended a cystoscopy* excuse my spelling. But I don't have 600 out of pocket to pay since my insurance mke me meet a huge deductible before they pay for anything. I was just wondering because I held my urine and started and stopped the flow all the time when I was younger. Thanks again for you answer.

And pelvic floor exercises popped into my head. That will help you firm up your muscle area.
Make sure you empty your bladder. Then wait a few seconds and empty again.
The cystoscopy, when you can afford this, will hopefully would find the answer to yur problem. good news that you had no infections. But keep an eye on your urine and if it becomes cloudy, get it checked out.
