Penis trouble : help me please

Hello,

I'm 19years old. 1 year ago i solved my phimosis problem and get a frenulum operation. After the operation, i witness red spot on my glans but my urologist said it was nothing. It was sensitive so i went through several doctors who said that was nothing/mycosis/infection and i used a lot of creams and lotion on it. Then i forget about it because all the doctors said that i should not be worried about that. But 3weeks ago my nightmare starts. First i had some redness rash on my penis glans. The redness grew. Also, my foreskin start to grow and now i have some extra skin. On top of  that i have like a lump (idk how to say it) which is blue around my frenulum. I went to a doctor who said i should use eumovate cream. I did it and it did nothing. 2 days ago i started feeling discomfort around the spot which is blue (it feelw like i have a little ball in my urethra. And i alsi have testicular pain. I need help ! This situation is so stressful !!
