At this point, was a diagnosis established for your condition? I am thinking that what you have is a urethral stricture. Another differential will be a urethral polyp.
Urethral strictures may be diagnosed based on ultrasound. Surgical intervention is the gold standard for treatment of urethral strictures. This procedure is termed urethroplasty. There are two types of strictures the anterior and posterior. If your condition is a stricture, then management shall be influenced by stricture length. For those less than 10 mm in length dilatation and urethrotomy or surgical incision may be the intervention of choice.
Laser has been used in the intervention or ureteral and urethral strictures. You may discuss this with your physician as there are studies which showed laser therapy to be safe and results to successful outcomes.
I am sorry that I could not able to reply soon. Before my first cystoscopy lesion was 6 mm by 12 mm and after cystoscopy when I did again the ultrasound I found it 3 mm by 9 mm, at that time I did not had any problem with urination, yes some time when I am really urge to go for urination at that time urine use to split into two flow. But now I find it different, I have to go for urination frequently and their is no full flow coming out. Is it because of urethra blockage which also blocking the flow of blood that I see ED ? And my another question is, is their another option than cystoscopy like lazer?

I suggest that you should have a follow up consult with your urologist.At this point, a repeat cystoscopy may be able to help.The biopsy showed normal results however, your symptoms appear to progress and I feel that further evaluation is needed.
During the initial cystoscopy, was the lesion removed completely?
Your condition needs to be reassessed once more before any course of management is to be decided upon.
