Hello,
It looks like that you have ruptured the superficial veins of penis. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some Neosporin cream as it will prevent infection. Also wear cotton undergarments. Application of mild corticosteroid cream and oral antiinflammatories like ibuprofen/acetaminophen are also helpful. If the symptoms are severe then it will be best to consult a urologist. Oral antibiotics may be needed.
Hope it helps. Take care and please do keep me posted on how you are doing. Kind regards.

excuse me, i am very sorry to bother you sir, but i actually have a similar problem however i was not having sexual intercourse i am a circumcised virgin and tested negative for all STD...

what happened is after i go injured i made sure to keep area clean, however i think my meatus grew in size after the cut, it grew only half a mm or even less  but my meatus has been irritated for 2 weeks now, and everytime it rubs against my boxers i feel tingly, it is not really pain, but it does feel quite weird... and i am always afraid my penis would accidentally erect while i am fully clothed, because it hurts even more if it gets erect and the tip touched and rubs against underwear which is cotton made

so most basically.. i cut meatus on lower side toward frenulum, cut was very very minor and healing now, however the meatus is irritated and looks like two small lips... day by day it feels a little bit better but sometime if i go out and walk alot my meatus is irritated again.

no std, no sexual contact what so ever, circumcised
