Tubes tied, missed period +urine and blood test, hcg 423 could it be in my tubes?

Unable to see sac in my tubes or uterus, no pain ,no bleeding, no cramping.

Tubal pregnancy is common in post tubal ligation.  Yes, it could be in the tubes.  What are your doctors saying?

It could be anywhere in your abdomen, unfortunately. If your doctors cannot find it, they might recommend you take methotrexate, as an ex-utero pregnancy is very dangerous to you. Have you had an MRI?
