These symptoms can be due to vaginismus. If due to vaginismus, physical therapy and relaxation exercises may help .Insufficient arousal causes by less foreplay or psychological cause like stress can be treated by spending more time in foreplay which would increase the vaginal secretion. You can use water-soluble starch based lubricant such as KY Jelly – these are similar to natural lubrication and should be applied to the area around the lips (vulva) and vagina just before intercourse takes place; vaginal moisturizers used 2-3 times a week, Vaseline etc .

You could have vaginal atrophy, although you sound to be young and this occurs in older women usually.
