It can be due to folliculitis or herpes sores. For folliculitis, keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. In case the symptoms persist then oral antibiotics may be needed. Please consult a dermatologist in that case.

Do you shave? It could possibly be razor burn if you do. Also, you can just get acne around your genitals if you don't wash well enough. A lot of women gen genital acne because they don't realize how thuroughly you have to clean yourself.
Don't use acne cremes or face washes down there though, because you could give yourself severe irritation. Take a warm washcloth with body wash and clean the area gently. This should help open the pores and clear up the bumps, whether its razor burn or pimple. My doc also told me that if that happens to just wash and go a week without shaving there, and everything should fix itself.
