Hi,
This could be an allergy.Contact dermatitis is an inflammation of the skin caused by direct contact with an irritating or allergy-causing substance (irritant or allergen). Reactions may vary in the same individual over time.
In your case the irritant could be due to some cosmetic or personal care products that you might be using.Or it could be an outbreak to some food which has triggered the immune system.
Dry lips will further exacerbate the itching. You need to apply alip balm to always keep the lips moist, this will also relieve the burning sensation.
Also take an oral anti-histamine to reverse the effects of histamine .If it still persists or continues to get worse please get it examined by a dermatologist who will be in a better position to help you.
