rash without itch

2 years ago, I developed a strange rash - little pink bumps on my arms, legs, back and stomach - which was diagnosed as  a combination of lichen planus and an allergy to ribonucleotides in certain foods. I cut out those foods, but the rash took over a year to go away. Now it's back, even worse than before. My GP said it is excema but it really doesn't itch much, and for the most part, it is not scaly or crusty. I have been treating it with cortico-steroid cream but it doesn't seem to help. Is it possible that this is a sun allergy? A new reaction to chlorine?
