It is very nice of you to want to help your little brother. The answer to your question is No. He does not have to drink soy milk or start a diet. A diet or exclusion of milk from his diet would only be appropriate if your brother had shown signs of food allergy, either digestive, intestinal symptoms or worsening of his asthma after drinking milk, which is very uncommon.
