Bumps on Penis Shaft, could it be herpes or allergy?

Last weekend I had protected sex with a girl I met at the club. 2 1/2 days later at work I noticed a bump on the base of the shaft of my penis. It itched slightly and the skin was sensitive. The bump itself didn't hurt. I put some bump cream on it and in a day with some white stuff begin to come out of the hair folicle in the bump. I monitored it closely and in about a day it went down. However almost instantly it seemed 3 more bumps appeared on the opposite side of my penis (still on the base of the shaft). I applied the acne cream and these begin to have white stuff come out the hair folicle as well. The bumps appear to be right where the base of the condom is, where I also have a lot of long pubic hair.

I have had these symptoms many times before, always after using protection and never after I have sex unprotected. I also have never just randomly have these symptoms, it always follows protected sex.  I have been tested for everything inludind HIV, however I have not been tested for herpes.

Wondering if this is a reaction to condoms or is it herpes.

When white stuff comes out, you're generally talikng about cysts.  These are common at the base of the penis.  Possible sex is irritating them a little and making them more noticeable.  This sounds nothing like herpes or an STD.  I suggest you see a skin doctor for a definitive diagnosis, so you can stop paying any attention to these, because it's likely that they don't deserve any.
