Eczema or not?

I have had a presistent itching in my groin area and on my scrotum for over a year.  The itching can become quite intense at times, and there appear to be small bumps--almost like insect bites--where the itching is most intense; four or five of these exist in the groin area and on the scrotum.  Hydrocortisone has been prescribed, and I have used it to relieve the condition, but it seems very persistent, and it is quite uncomfortable, especially at night.  Any suggestions for treating this?  If it is eczema, is it something that can be gotten rid of eventually, or merely treated as a persistent.  I am more concerned about the four or five "insect bite" areas than the itching as such.  Are these anything to worry about?  Thanks for any help you can give.

This is likely to be in the eczmea family rather than fungus, since the latter would itch less and not get better with hydrocortisone.  The little bumps are probably blocked follicles, which are common in the groin.   I think their relationship with the itching is coincidental.  I suggest trying an OTC cream specifically for itch, such as Sarna lotion, rather than even mild hydrocortisone, if the itch is ongoing.  This kind of itch tends to persist or recur, though not always.  It's annoying but controllable, and it's not contagious or otherwise significant.  Next time you visit a doctor, have him or her check it out to make sure you're not missing anything.
